Initial Environmental Examination for the Changed Options from Viaduct to Embankment in the Benluc – Longthanh Expressway Project (an ADB Project)

In 2010 a detailed Environmental Impact Assessement (EIA) for the Benluc – Longthanh (Ben Luc – Long Thanh) Expressway Project (an ADB Project) has been executed by VESDEC for Katahira and Engineers International (KEI) – a Japanese consulting firm for this project.
The EIA reports prepared following the Vietnamese and ADB Safeguard Policies have been approved by Ministry of Natural Resources and Environment (MONRE) of Vietnam and ADB. However, to reduce the project cost, Ministry of Transport (MOT) required to change 2 sections at the project alignment from viaduct to embankment. Therefore, ADB asked to prepare an IEE for this change. VESDEC’ environmental specialists were selected by ADB abd VEC to conduct this IEE.
In a duration from January to March 2014 VESDEC led by Dr. Le Trinh, international environmentalist, has conducted field survey, environmental analysis, studied impact assessment, proposed mitigation measures, environmental management plan (EMP) and carried out public consultation. The IEE report (in English) with 300 pages was submitted to the Client and ADB.
